It was standard procedure to build a three road yard as a four road yard with #3 road omitted. This could be added later if needed. This gave access to both sides of the #4 road, which often had a goods shed. N^o2 rd. was usually reserved for train crossing at staff stations, hence the need for an extra storage road..
