Sarah is referenced in the 1851 Bothwell census as being born in Govan in about 1782. The most likely birth record is 14 Jul 1782 with parents of Matthew Lochhead and Margaret Duncan.
There are two relevant records of Matthew's marriage to Margaret Duncan. On 16 Jul 1779 in Paisley Renfrew and one on 4 Aug 1779 in Govan Lanark. These would appear to relate to Bans being proclaimed in both Matthew's church in Paisley (where he was born) and in Margaret's church in Govan (where she was born).
It would also appear that Matthew married a second time to Agnes Craig also in Govan. The marriage happens when the children from the Margaret Duncan marriage cease.
There are as least two possible references in the IGI or the Scotland Old Parrish Records for parents of Matthew Lochhead:
B 7 Jul 1745 to John Lochead and Jean Clark at Paisley Renfrew
B 26 Jul 1752 to Robert Lochhead and Marion Howie at Paisley RenfrewThe marriage bans for Matthew Lochhead and Margaret Duncan were read in Paisley on 16 July 1779 and in Govan on 4 August 1779.
The naming of Matthew Lochhead and Margaret Duncan's children make it almost certain that Matthew was the child of Robert Lochhead and Marion Howie.

Although the 1851 Census has Sarah born in Govan Renfrewshire, it is assumed that this is the same as Govan in Lanarkshire as the Govan parish boarders the counties of Renfrewshire and Lanarkshire near Glasgow. Thus the Sarah Lochhead born to Matthew Lochhead and Margaret Duncan in 1782 seems most likely to be this Sarah Lochhead.
Sarah Lochead and John Scott's childrens names also support her having parents of Mathew and Margaret. Her childrens names are:
1st Margaret - Sarah's mother's name
2nd Thomas - John's father's name
3rd Margaret - Sarah's mother's name again
4th Janet - John's mother's name
5th Matthew - Sarah's father's name
