Charles Henry Harley was born on the Isle of Wight in Hampshire, U.K., on the 1st April 1850. His father was Henry Richard Harley and his mother was Mary Ann Harley (nee Stainer). Henry senior was employed as a printer and this probably nurtured Charles' love of the written word and orderliness of thought.

When Charles was about twenty, his father and the family migrated to Queensland Australia where Charles was to spend the rest of his life. On his arrival in Australia he joined the printing firm of R. S. Hews & Co. Pty Ltd in Elizabeth Street Brisbane.

He was connected with that firm for more than 60 years and at the time of his death held the position of Company Director.

In 1872 he married Carolyn Thews in Brisbane. She bore him two sons, Edgar Horace (1874) and Arthur Harold (1876). Carolyn died in 1878, and in 1880 Charles married Rebecca Hodgen in Toowoomba. She bore him another son, Henry, later that year. Rebecca died in 1894. In 1885 he married his third wife Eliza Ellen Fox in Brisbane. She bore him four daughters and a son, Ethel Violet (1888), Evelyn Mary (1889), Vida Ellen Gertrude (1890), Frederick Charles (1892) and Doris Christabel Phyllis (1896).

He was a very sincere man and his goodness was apparent in his home life, as a devoted husband and loving father, in the faithful discharge of his religious duties and in the fulfillment of his obligations towards his fellow men.

in 1889 Charles Harley discovered his great love, Freemasonry. On the 21st August 1889 he was initiated into the Duke of Leinster Lodge No. 283, Irish Constitution. He was passed to the second degree on the 18th September and raised on the 30th October. From these humble beginnings began the career of this most noble and distinguished Mason.

Most Worshipful Bro. Harley was elected Provincial Grand Secretary in 1902 succeeding R.W. Bro. A.E.Harris, who was one of the pioneers of the Craft in Queensland. From that day, the burdens of executive responsibility rested on his shoulders and there were many strenuous tasks to be faced.
